The New York City Housing Authority (NYCHA) is at a crossroads. Struggling to address a mammoth $78.3 billion capital repairs tab, the nation’s largest public housing system is asking residents at selected campuses to vote on what funding model they want for their developments, starting this month at Brooklyn’s Nostrand Houses.

Their choices? Remain under the federal Section 9 program, or convert to Section 8 through either the ongoing PACT initiative or by converting to NYCHA’s newly formed Preservation Trust.
