Two charged in Prior Lake vehicle shooting
Two men are facing felony charges for a shooting that occurred in Prior Lake last month, which authorities believe stemmed from a drug deal-gone-bad.
Charges were filed in Scott County District Court April 21 against Edward Francis Dunn, 33, of Edina, and Matthew Jordan Scudder, 31, of Waconia. Both face three counts of second-degree assault (dangerous weapons) and one count of dangerous weapons (drive-by shooting). All are felonies.
Police arrested Scudder on April 24 and Dunn on April 28, and their first appearances in court took place April 28. Dunn has an omnibus hearing set for May 25, and Scudder has an omnibus hearing set for June 7. Both are currently in custody in Scott County Jail.
According to the criminal complaints, Prior Lake police responded to a report of a shooting on County Road 21 near Carriage Hills Parkway at 7:56 p.m. on April 10. A witness reported hearing six gunshots and then seeing the vehicles involved go in different directions. Police closed off the area and recovered six shell casings that appeared to have come from a 9 mm handgun.
Police then received a report of two gunshot victims who had pulled into the fire station on Fish Point Road. There were three people in the vehicle, including a 33-year-old man who had been shot in his right hip and right arm. The driver, a 19-year-old man, was hit in the shoulder by a bullet that had ricocheted. A 17-year-old girl who was in the car was unharmed. The vehicle had multiple bullet holes.
Upon investigation, police learned that the parties at the fire station were involved in the incident on County Road 21. The 33-year-old man told police that he had met a man at Mystic Lake Casino the previous week, and that the man, who he only knew by the name “E,” had contacted him asking to buy drugs. They agreed to meet at a gas station to facilitate the transaction. The 33 year old said he sold “E” fake methamphetamine for $300, and soon after a car chase ensued. “E” was later identified as Dunn, the complaint states.
The 19 year old said he met the 33 year old a week earlier at Mystic, and that the 33 year old would pay him for rides. The 33 year old said that day to drive him to the gas station so he could buy drugs. It wasn’t until after the transaction that the 33 year old said “they needed to go because he just robbed [Dunn] by selling him fake drugs,” the complaint states.
The 19 year old drove away but was followed by the other vehicle, a navy blue Honda. The 33 year old said he saw Dunn jerking the wheel while driving, then saw another person’s hand take the wheel. The driver’s side window of the Honda then rolled down, and the 33 year old saw a gun, the complaint states. Around the same time, the 19 year old slammed on his brakes at an intersection, at which point the Honda pulled up alongside his vehicle and started firing shots. The Honda then continued driving the same direction on County Road 21, and the 19 year old’s vehicle took a U-turn and started driving in the other direction.
Surveillance footage captured the incident at the gas station. Investigators developed two suspects, Dunn and Scudder, and compared their driver’s license photos to the images in the surveillance footage. Believing it was a match, investigators prepared a photo line-up for the 19 year old, who picked out Dunn’s photo and identified him as the driver of the suspect vehicle. He said he was 60-percent certain. Investigators also prepared a photo lineup for the 17-year-old girl, who also identified Dunn as the driver, saying she was 70-percent certain.
Investigators also learned that Dunn had been cited for a traffic violation in March in Freeborn County, and that he was driving a blue Volkswagen Jetta at the time. Scudder was also in the vehicle with Dunn at the time. Police then determined that the same Jetta was at Mystic Lake Casino on April 8 and 9, which the 33 year year old said was the last time he had contact with “E” before the shooting.
