BCA identifies man shot and wounded by St. Paul officer

Authorities on Wednesday identified a man shot and wounded by a St. Paul police officer, along with the officer.

Officer Josh Needham shot Brett Kohl Fraser, 31, of St. Paul, once on Saturday. Fraser was treated at the hospital, and has since been released and taken into custody, according to the Minnesota Bureau of Criminal Apprehension, which is investigating.

St. Paul police responded to an apartment in the 400 block of Thomas Avenue just after midnight Saturday on reports of a man physically and sexually assaulting a woman, the BCA said of preliminary information. A caller reported the man was armed with a handgun.

Officers knocked on the door and identified themselves. The woman safely left the apartment. Officers ordered the man to exit the apartment and Fraser “ran out into a small hallway where the officers were standing,” the BCA said.

Needham fired three rounds at Fraser and struck him in the arm.

Crime scene personnel found a replica handgun in a backpack in the apartment; it’s not clear to whom it belongs, the BCA said.

The officers were wearing body cameras during the incident, which BCA agents are reviewing during their investigation.

Needham has 11 years of law enforcement experience and is on standard administrative leave.

When the BCA completes its investigation, the agency will present its findings without a charging recommendation to the Ramsey County attorney’s office for review.
