Oklahoma man charged with October shooting death in St. Paul’s Battle Creek neighborhood
An Oklahoma man has been charged in the shooting death of a Milwaukee man last October in St. Paul’s Battle Creek neighborhood. The two men were in town for a wedding, investigators say.
Khoau Yang, 36, of Milwaukee, was found fatally shot Oct. 1 in the street in the 2100 block of Scenic Place, which runs between Pederson and Winthrop streets.

The criminal complaint against Jason Moua, 43, details the following allegations against him:
Officers who received a report of gunshots on Scenic Place found a man lying facedown. When they turned him over, he had a gunshot wound to his stomach. A trail of blood near his body led to a white shirt, two spent casings, a cell phone and a live round of ammunition. The casings and round had a stamp that said, “Gold Dot.”
The man, later identified as Yang, was pronounced dead at the scene.
During their investigation, police found information leading them to believe that Yang and Moua were part of a group that was in town for a wedding and staying at the Double Tree by Hilton on nearby Burns Avenue.
After visiting the Dog House Bar & Grill in Maplewood, Yang and Moua got into a fight in the car. The driver of the vehicle pulled over on Scenic Place and the group of men got out of the car. The fighting between the two men continued.
The other men tried to stop the fight but then Moua allegedly took out a gun and tried to pistol whip Yang in the face. During a struggle between the two men, shots were fired and at least one struck Yang. The complaint said that Moua then pointed the gun at the other men and ordered them back into the vehicle, threatening to kill them if they “snitched on him for shooting” Yang.
The men scattered shortly after they got back to the hotel.
Moua was charged with one count of second degree murder with intent but not premeditated and one count of second degree murder not premeditated while committing a felony, according to a complaint filed this week. He faces 40 years in prison on each count.
Authorities said that Moua has prior convictions for armed robbery, assault in the second degree with a firearm, and aiding an offender after the fact.
A warrant has been issued for Moua’s arrest.
