Mounds View school board appoints Andre Koen to vacant seat

The Mounds View Public Schools board has selected Andre Koen to join the board and serve the remainder of former member Jonathan Weinhagen’s term into 2028.

Koen, a district parent and director of learning and development for the city of Minneapolis, will be sworn in Feb. 10 and his term will expire Jan. 3, 2028.

Weinhagen resigned from his seat with the board in October after being indicted on fraud charges. Weinhagen pleaded guilty in U.S. District Court in St. Paul in December to one count of mail fraud.

Koen was selected by the Mounds View board from a pool of 15 candidates. Interviews for the position were held earlier this month.

In his role with the city of Minneapolis, Koen leads training initiatives for city employees. He also has served on the parent teacher association of the district’s Pinewood Elementary School and on the district’s Curriculum Advisory Committee.

The district board selected Koen during a special meeting last week. The deadline to fill the board vacancy was in December. Koen’s appointment was officially announced at the board’s Tuesday meeting.

“Koen has spent more than 20 years helping organizations strengthen learning systems, support diverse communities and remove barriers to success,” district officials said in a Friday announcement on Koen’s appointment.
