Uber driver in South Boston accused of raping passenger ‘didn’t remember’ if he had sex with her: Boston Police report
The Uber driver accused of raping a drunk passenger in the back of his vehicle admitted to police that he got into the backseat of his car but he “didn’t remember” whether he had any sexual contact with the alleged victim.
That’s according to the Boston Police redacted report of the incident from Saturday night, when 39-year-old Brighton man Hermann Ngoufack Jiokeng allegedly raped an intoxicated woman who had been out at Loco Taqueria and Oyster Bar on W Broadway in Southie.
Jiokeng picked up the woman at Loco and drove her home. During the Uber ride, the driver allegedly stopped his vehicle and assaulted the victim near her residence.
“The suspect stated he picked up the victim outside the Loco Taqueria bar and transported her to an address in South Boston,” the BPD report reads. “The suspect stated he knew the victim was highly intoxicated based on how she entered his vehicle and that she appeared to fall asleep at some points during the ride.
“The suspect stated upon their arrival to the victim’s destination he did enter the back seat of his vehicle where the victim was seated,” the report continues. “The suspect stated while inside the backseat with the victim he recalled a person knocking on the rear window of the vehicle. When asked, the suspect stated he ‘didn’t remember’ whether he had any sexual contact with the victim.”
The person who knocked on the rear window is the alleged victim’s roommate.
The roommate at around 11:48 p.m. got a call from a friend who said the alleged victim was leaving Loco — and that friends “had helped the intoxicated victim walk from the bar to the inside of an Uber,” according to the police report.
The roommate then checked her “find my friend” app and saw that the victim was stopped near their residence. She then went outside to see if the victim was coming in.
She reportedly noticed a black SUV was parked outside with no driver in it.
“She went over the vehicle and knocked on the driver’s side window and noticed there was a ‘commotion’ inside the vehicle and got worried and went back inside the house,” the report states. “She called her father concerned and told her to call 911.”
Then the alleged victim came inside, and said she had been raped in the vehicle.
Her dress was “torn” open in the front, and she was “visibly distraught,” an officer reported.
The alleged victim went to Beth Israel Hospital for treatment, and detectives from the Boston Police Sexual Assault Unit responded to the hospital to investigate the alleged sexual abuse.
“The victim stated she was intoxicated upon leaving the establishment (Loco),” the police report states. “The victim stated everything seemed fine until she arrived just outside of her residence. The victim stated the driver of the UBER climbed into the backseat and pinned her hands down on the seat.”
The alleged victim provided inconsistent statements to police, including that there was a second person who assaulted her.
“During that interview when asked about her inconsistent statements, the victim stated she knew she had sex the prior night based on how her body felt,” the report states. “The victim stated she believes now it was ‘two black guys’ involved and knew that one of the individuals involved was the UBER driver. The victim stated she knows the UBER driver raped her and believed that the second individual in the vehicle at least watched the assault take place.
“The victim stated she had consumed a lot of alcohol on the prior date and has started to question some of the details she has provided,” the report adds. “The victim stated that she was raped because she ‘felt it,’ remembered the assault, and based on how her body felt after the incident.”
Police did not say if there’s a second suspect for this incident.

Uber immediately banned the driver when the incident was reported, the company said.

We’ve been in touch with police and will continue to do whatever we can to support their investigation.”
The Boston Police Department over the years has investigated many rideshare drivers who were accused of raping passengers.
Jiokeng on Monday was held without bail, pending a dangerousness hearing this Friday. Dangerousness hearings happen when prosecutors seek pretrial detention or release on conditions for a felony offense that involves “the use, attempted use or threatened use of physical force” against someone.
