U.S. Rep. Katherine Clark’s daughter, Riley Dowell, was arrested Saturday in connection to an anti-abortion march in Boston that drew a confrontation with counter-protesters, according to police records.

Dowell, 24, was previously arrested in January 2023 and pleaded not guilty to assaulting a police officer, resisting arrest, and vandalizing a historic monument.

Dowell was arraigned Monday on charges of disorderly conduct and interfering with lawful assembly.

“Every American has the right to protest and stand up for their beliefs, but they must do so responsibly and peacefully,” Clark said in a statement to the Herald Monday in response to an inquiry about Dowell’s arrest.

In a police report detailing the chaos that broke out during the “National Men’s March” in Boston over the weekend, Dowell is identified by her birth name, and is listed as having a sex of “male to female transgender.” Dowell was assigned male at birth and transitioned to female.

The name, middle initial, and date of birth listed for Dowell in the police report from Saturday match those included in police records from the January 2023 arrest. Both police reports also list a home address in Portland, Maine.

Additional details of Dowell’s arrest were not available from the Boston Police Department, which referred the Herald to the Suffolk County District Attorney’s Office. A spokesperson for Suffolk County District Attorney Kevin Hayden did not immediately provide a comment.

Dowell was one of 17 arrested in connection to the Saturday clash between the “National Men’s March,” which billed itself as an event to “abolish abortion and rally for personhood,” and a counter-protest dubbed the “Clown March.”

Boston police said the two groups were “screaming/shouting at each other” and the counter-protesters blocked the “National Men’s March” from proceeding.

“The opposing (blocking group) at times (turned) their rage at officers by threatening them, screaming fighting words, and attempting to agitate them,” a police report said.

The 2023 case against Dowell was set to be dismissed so long as she wrote an apology letter to the Boston police officer she was accused of hitting in the face, completed 30 hours of community service, and paid the City of Boston back for cleaning up graffiti she allegedly spray painted onto the Parkman Bandstand.
