St. Paul ‘Familiar Faces’ housing effort on Marshall Avenue faces Nov. 21 vote

St. Paul’s efforts to establish housing for individuals that police and other emergency services encounter on the streets again and again will have to wait a little longer.

The St. Paul Planning Commission’s zoning committee met on Thursday to consider a request from Catholic Charities to allow a 35-unit supportive housing community for the recently homeless at 286 Marshall Ave. The city plans to acquire and convert Catholic Charities’ 70-unit rooming house into housing for its “Familiar Faces” initiative, while installing bathrooms in each unit and reducing the overall number of residences by half.

The proposal, which has received the support of the city’s planning staff, requires a modified conditional-use permit because it would be situated within less than the minimum distance required from other congregate living facilities. During the public hearing, nine residents spoke in opposition and four submitted letters of opposition. No one from the general public spoke in favor.

The District 8/Summit-University Planning Council requested more time, and the vote was delayed and laid over to Nov. 21. The zoning committee will then make a recommendation to the full Planning Commission.
