15-year-old arrested on suspicion of murder in North End St. Paul shooting

Police have arrested a 15-year-old boy in the fatal shooting of a 28-year-old man in St. Paul last month.

Officers took the teen into custody on suspicion of murder at Fridley High School earlier this month, St. Paul police said this week. The Ramsey County Attorney’s Office said state law prevents them from providing information about the case due to his age.

Police responded to multiple reports of shots fired at Woodbridge Street and Wheelock Parkway in St. Paul’s North End about 9:50 p.m. on Oct. 12. Riccardo Anthony Fleming was found lying in the street with multiple gunshot wounds and died soon after at the hospital.

Fleming was visiting his father’s side of the family in St. Paul and his mother, Moneke Thomas, said Friday she doesn’t know why he was shot.

“I would like my son to be remembered as a loving person with a good heart. He was so funny and outgoing, and the life of the party,” said Thomas, adding that her son loved dogs and recording music. “He didn’t deserve this. … I’m lost, I’m numb.”

Video surveillance that police collected in the area showed a male suspect enter the door of a nearby apartment complex with a smaller male suspect within 10 minutes of the homicide, according to a search warrant affidavit filed last week. The shorter male was “intentionally covering his face so it is not visible,” said the affidavit, which didn’t provide a motive for the shooting.

Fleming lived in Robbinsdale for the first part of his life and then moved with his family to Council Bluffs, Iowa. He later lived in Fremont and Lincoln, Neb.

Police said their investigation into Fleming’s homicide is ongoing.
