ICE Boston arrests man convicted of 1990 murder

U.S. Immigration and Customs Enforcement of Boston on Monday arrested a Laos man who was convicted of second degree murder in 1991 and had since been released on parole.

Khambor Phouthongseng is living in the United States illegally, according to ICE Boston, and was initially ordered to be removed from the county in 1997.

According to Massachusetts Parole Board documents, Phouthongseng was found guilty of second degree murder and kidnapping in connection to the 1990 death of Daravanh Phachansiri.

Phachansiri had been married to a friend of Phouthongseng. Following an altercation at a family party in Plymouth, and a second fight at a gas station in Revere, Phachansiri was pulled into a van Phouthongseng and his friends were in.

Witnesses said the victim was later thrown from the van. Her body was bloody and her clothing was torn — her bra was cut, her pants were pulled down, and she’d suffered multiple stab wounds, parole board reports said.

Her cause of death was determined to be manual strangulation and blunt force trauma.

Phouthongseng has claimed that he was drunk at the time of the killing. Two other men, including the victim’s ex-husband, were also found guilty of second degree murder.

In 2006, Phouthongseng was released on parole for the first time and into ICE custody to be deported, according to the parole board. However, Laos did not accept repatriations from the United States at the time.

The following year, his parole was revoked after he was charged with assault and battery on his girlfriend. Phouthongseng was paroled again in 2009, but it was again revoked in 2012 because he was issued a restraining order for harassment from a former girlfriend.

Phouthongseng attempted parole several times before he was released and referred to his ICE detainer in 2021.
