Ramsey County elections: Races for mayor, city councils, school boards

There are mayoral races in St. Paul and White Bear Lake. And school board races for the St. Anthony-New Brighton, Mounds View, North St. Paul-Maplewood-Oakdale and Roseville districts. There also are city council elections for Falcon Heights, St. Anthony and White Bear Lake.

Here’s a roundup of what will appear on Tuesday’s ballot for voters in cities in Ramsey County. For more information and stories on the elections in Ramsey, Dakota and Washington counties — as well as how to vote — go to twincities.com/news/politics/elections.

St. Paul

The mayoral race in St. Paul features incumbent Mayor Melvin Carter; Rep. Kaohly Her; Yan Chen, a scientist and business owner; Mike Hilborn, who owns a snow-plowing and power-washing company; and Adam Dullinger, a mechanical engineer.

St. Paul voters also will have to decide on two ballot measures — a levy referendum for St. Paul Public Schools and whether to grant the city powers to issue administrative citations.

The levy would raise $37 million annually for 10 years for St. Paul Public Schools, adjusted each year for inflation.

Meanwhile, the administrative citations question seeks to give city officials the authority to issue non-criminal fines for those who break city ordinances. Examples would be when city officials find that a landlord has allowed a property to fall into disrepair or failed to abide by the city’s rent control ordinance, or an employer is not offering paid sick time, the city could issue citations.

Falcon Heights

A city council election for two at-large seats in Falcon Heights will feature Jeremy Hallowanger, Georgiana May, Eric Meyer and Jim Mogen. For more information on the candidates in this race, go to twincities.com/2025/10/16/2025-election-falcon-heights-city-council.

St. Anthony

Voters in St. Anthony will see candidates Nadia A. Elnagdy and Jan Jenson on their ballot. The two are running for two seats on the city council.

White Bear Lake

Voters in White Bear Lake will choose a new mayor. Candidates are Mary Nicklawske and Stephen Laliberte. The two advanced from a primary election in August. The two are competing to replace White Bear Lake Mayor Dan Louismet, who won office in 2021 and is not running for reelection.

Also, Ellen Gurrola is running unopposed for a Ward 2 city council seat and Kevin L. Edberg is running unopposed for a Ward 4 seat.

St. Anthony-New Brighton school district

There are three open seats on the St. Anthony-New Brighton school board. Candidates running for those seats are Annie Bosmans, Laura Haas and Prachi Striker.

There’s also a special election for a seat on the board featuring candidates Michael Overman and Daniel Turner.

Mounds View school district

The Mounds View school board has three at-large open seats. The candidates are Shauna Bock, Shea Bruce, Tascha Just and Mark Sacay. For more information on the candidates, go to twincities.com/2025/10/16/election-2025-mounds-view-school-board/.

North St. Paul-Maplewood-Oakdale school district

In North St. Paul-Maplewood-Oakdale district, voters will decide between Justin Middaugh and Sam Rosemark for an open at-large seat on the school board.

Roseville school district

Voters in the Roseville district will elect three at-large members to the school board. The candidates are Mannix Clark, Geida Cleveland, Karl Crump and Michelle Morse-Wendt. For more information on the candidates, go to twincities.com/2025/10/16/2025-election-roseville-school-board.

Levy referendums
