Tyrone Phet, 22, is shot to death while sitting in his car outside his apartment building on Spring Avenue in Lowell.

October 2020:

Brothers Billy, Billoeum, and Channa Phan, of Lowell, are arrested and charged with first‑degree murder in Phet’s killing.

December 2023:

A head‑on crash in Woburn involving an unmarked State Police cruiser driven by Sgt. Scott Quigley — a key investigator in the Phan murder case — and a wheelchair‑accessible van operated by the nonprofit Bridgewell leaves 37‑year‑old special‑needs passenger Angelo Schettino seriously injured.

January 2024:

Schettino dies from injuries sustained in the crash.

Sept. 13, 2024:

Trooper trainee Enrique Delgado-Garcia dies after being knocked out during a boxing training at the State Police Academy. Sgt. Jennifer Penton — who investigated the crash in Woburn involving Quigley — is the supervisor of the Defense Tactic Unit that’s supposed to oversee the boxing training.

November 2024:

The first murder trial for the Phan brothers ends in a hung jury, resulting in a mistrial.

January 2025:

Schettino’s mother, Lynn Schettino, files a negligence lawsuit against Bridgewell over her son’s death.

February 2025:

Bridgewell files a third‑party complaint against the State Police, stating Quigley was at fault for the crash.

September 2025:

Bridgewell obtains a court order compelling Lahey Hospital and Medical Center to release Quigley’s medical records from the crash.

November 2025:

Lahey provides a copy of Quigley’s medical record with alcohol‑screening information redacted.

December 2025:

Bridgewell files a second motion seeking release of Quigley’s unredacted medical records.

Jan. 12, 2026:

Quigley’s attorney opposes release of the medical records, arguing it would invade his privacy and is irrelevant because State Police have already acknowledged fault in the crash.

Jan. 20, 2026:

A judge orders the full release of Quigley’s medical records, including his blood alcohol which was allegedly .114. The legal limit is .08. His blood alcohol is currently under seal but has been reference in open court.

Jan. 26, 2026:

Jury empanelment begins for the Phan brothers’ retrial.

Jan. 28, 2026:

Information about Quigley’s involvement in the fatal crash and the possibility that he was legally intoxicated surfaces in Middlesex Superior Court during empanelment. Same day: The Middlesex District Attorney’s Office refers the Quigley matter to the Suffolk District Attorney’s Office for review of possible criminal charges.

Feb. 2, 2026:

State Police suspend Quigley without pay.

Feb. 3, 2026:

Judge Christopher Barry‑Smith halts the Phan retrial mid‑empanelment due to the newly surfaced information.

Feb. 9 2026: 

Jennifer Penton and three other troopers are charged with manslaughter following an independent investigation into Trooper Delgado-Garcia’s 2024 death. Penton faces an additional charge of perjury for allegedly lying to the grand jury.

Feb 20, 2026:

State Police Colonel Geoffrey Noble tells Middlesex DA Marian Ryan that his office is conducting internal affairs investigations and hired an outside firm to perform an independent review of MSP’s handling of the crash.

Feb. 23, 2026:

The Middlesex DA and Phan Defense argue in court filings over whether Quigley should testify at an evidentiary hearing or the whole case should be dismissed over prosecutorial misconduct.
