Boston police sergeant charged with aggravated rape of 14-year-old

A Boston police sergeant has been charged with the aggravated rape of a 14-year-old he found on the app Grindr and paying the child for sex, according to court documents released Monday.

“These charges are obviously very troubling and our thoughts are with any alleged victims,” said Boston Police Commissioner Michael Cox. “We have faith in the Massachusetts State Police and the (Suffolk DA) to conduct a thorough investigation.”

Paul Downey, 58 , of West Roxbury, was brought up on four counts of rape of a child aggravated by age difference, two counts of engaging in sexual conduct with a child for a fee, and two counts of enticement of a child to engage in commercial sexual activity.

Downey was scheduled to be arraigned Monday, but the arraignment was delayed due to his lack of a defense lawyer in Dorchester Municipal Court. The officer was held without bail pending his arraignment, and the prosecutor said he intends to seek $250,000 cash bail.

Downey was hired to BPD in 1991 and is a police sergeant, the department said. Cox said the officer was “immediately placed on administrative leave.”

The court document released Monday, a so-called statement of the case filed by the Suffolk DA’s office, only listed a single victim, a 14-year-old boy, and BPD did not immediately provide further details regarding Cox’s statement of multiple alleged victims.

Downey allegedly met the victim on the dating app Grindr on March 26 and began to communicate via Snapchat, according to the statement of the case. During the conversation, the police sergeant allegedly offered $30 in return for oral sex.

Prosecutors allege the defendant and victim met and drove to a parking lot near South Bay mall in Dorchester where Downey raped the child in the car. The cop allegedly paid the victim $50 after.

Downey allegedly continued to message the boy for two months, the document states. “On or around” May 11, the prosecution alleges, Downey solicited the victim again and the price was negotiated up to $80.

The defendant then allegedly assaulted the minor in the same parking lot, the documents state, and paid him the agreed upon amount. After the alleged assault, the victim attempted to memorize the license plate and provided investigators a number “substantially similar” to Downey’s, prosecutors state.

The victim gave investigators a description of the defendant and his car, and police investigated records of the Snapchat account and where it was used, connecting it to Downey’s “personal phone number, his residential address, as well as a known City of Boston IP address.”

The victim was given a photo array and identified Downey with “a 90% certainty,” the prosecutors stated.

Downey is scheduled to be arraigned in Dorchester Boston Municipal Court on Tuesday morning.
