Massachusetts Level 3 sex offender convicted of raping child while Big Brother admits to child pornography
A Level 3 sex offender who was a Big Brother when he raped a child has admitted to possessing child pornography, according to the feds.
Boston man Bryan Horgan, 59, who was convicted of raping a 13-year-old boy, has pleaded guilty in federal court to possessing child sexual abuse material.
The ex-data processor for the Boston Transportation Department was previously convicted in Suffolk Superior Court of: rape of a child, assault to rape a child, indecent assault and battery on a child, disseminating obscene material to a minor, and possession of child pornography.
Suffolk DA prosecutors back in 2007 said Horgan, a mentor to the boy from Big Brothers Big Sisters of Massachusetts Bay, brought the teen to his home and tried to serve him alcohol. The teen refused.
Then, Horgan sexually assaulted the boy while he tried to show him pornography. An allegedly drunk Horgan drove him home and “told the boy not to say anything about what had transpired,” prosecutors said.
The teen immediately told his mother what had happened, and Horgan was arrested. A search of his home by investigators “recovered evidence that included photographs of other young teens, videos, alcohol and a personal computer,” prosecutors said.
Horgan was convicted in that case back in 2008.
Fast forward to last year when he was arrested and charged by the feds with child pornography. Horgan was identified as the owner of a Microsoft account uploading child sexual abuse material.
During a search of Horgan’s residence, law enforcement identified an electronic device that was found to contain several video files of child sexual abuse material depicting children as young as infants.
Another device contained filenames with words and phrases indicative of child sexual abuse material.

Horgan is set to be federally sentenced in September.
He was indicted by a federal grand jury earlier this month after being charged by complaint and arrested on April 26, 2024. He has remained in custody since that time.
Due to Horgan’s prior convictions, the charge of possession of child pornography has a mandatory minimum sentence of 10 years and up to 20 years in prison, at least five years and up to a lifetime of supervised release, and a fine of up to $250,000.
