3 more charged in St. Paul drive-by shooting that killed man who wasn’t intended target

Three more people have been charged in the daytime fatal shooting of a man in St. Paul who prosecutors say was not the intended target.

The Ramsey County Attorney’s Office filed charges Friday against Jasmine Renee Rawls, 23, of St. Paul, Malik Rawls, 22, of Bloomington, and Jarvis Jovan Sanders, 23, of Gary, Ind. Steven Rawls Jr., 25, of Minneapolis, was charged Thursday. The Rawls’ are siblings, according to a criminal complaint.

Andre L. Mitchell, 26, of Minneapolis, was picking up the mother of his child from work in a Mazda, when he was killed on Nov. 22 on Aurora Avenue just off Dale Street. The couple’s 2-month-old baby was in the backseat, as was Mitchell’s 5-year-old sister.

The complaints provide the following information from prosecutors:

About an hour before Mitchell was shot, police responded to an apartment building when Jasmine Rawls reported that at least five women associated with the father of her child were making threats outside her apartment door, that one of the women pointed a gun at the door and others had mace and knives. She said she’d let the cousin of the father of her child stay at her apartment, but they got into a dispute and she told the cousin to leave.

The cousin’s family came to get belongings and officers noted they were “very confrontational” with Jasmine Rawls, the complaints said.

Phone records showed that Jasmine Rawls spoke with Malik Rawls before and after the shooting. A group of people, including Malik Rawls and Sanders, were in a vehicle driven by Steven Rawls Jr. that “shot up a car full of people not involved in the earlier incident,” which killed Mitchell, the complaint said.

Security camera footage showed a Mitsubishi Outlander, which appeared to have five people inside, stopped five feet from the Mazda. Four people fired handguns from the Mitsubishi toward the Mazda, before driving away.

Neither Mitchell nor a man in the Mazda with him were the father of Jasmine Rawls’ child or his cousin.

After police arrested Jasmine Rawls on Wednesday, she said she hadn’t talked to her brothers on the phone about the incident at her apartment, but she’d sent screenshots of the threats to both Steven and Malik Rawls.

“Jasmine Rawls continued to deny that she called in a hit,” the complaint said. When police showed her records of calls she had with Malik Rawls, she said she was arranging a ride for their mother. She said she hadn’t known her brothers had left, that they were together “or that they were planning on protecting her,” the complaint continued.

Police also arrested Sanders on Wednesday. He told police he wasn’t the person in photos they showed him from the area of the shooting and “didn’t know what investigators were talking about,” the complaint said.

Investigators asked Steven Rawls Jr. if he recalled Jasmine Rawls having a problem on Nov. 22 and he said he never left “Minneapolis that day as he was praying,” the complaint said. “When pressed and told that his statement wasn’t true, Steven Rawls asked for a lawyer and the interview was ended.”

Malik Rawls didn’t talk to investigators.

Prosecutors charged the four with aiding and abetting murder and attempted murder.
